Within a Regional Procurement Centre, the Tactical Buyer is involved in the transactional procurement process of Procurement Requisition/Procurement Order (PR/PO), transforming a PR into a PO using the different elements coming from category buyers, within a defined time frame (SLA) and to follow up the PO. The Tactical Buyer may periodically be required to expedite and follow up on the PO to ensure specific timing and quality requirements are met, including post award responsibility for supplier deliveries.

Responsibilities:

• Receive Procurement Requests and verify their conformity to operating methods.
• Transform Procurement Requests into Procurement Orders.
• Manage Purchasing Order cancellation, rescheduling or PO information change (quantity, price).
• Ensure that suppliers acknowledge PO receipt and provide delivery commitment.
• Follow-up and expedite Procurement Orders.
• Manage disputes and problem solution.
• Ensure accuracy of the order, GL account or project number, ship to location, supplier information on Procurement order, and relevant notes/comments on the Procurement Order document.
• Share ideas or approaches to aid in operational efficiency and improvements.
• Respect ethics rules in accordance with the values of the Thales Group.

 Requirements:

• Bachelor’s degree in Business/Economics/Marketing.
• Entry level to 5+ years of relevant Purchasing experience.
• Strong proficiency in English (verbal and written) is necessary. Proficiency in Bahasa Indonesia is mandatory.
• Due to the need to liaise with counterparts/stakeholders in China, proficiency in Mandarin (verbal and written) is good to have.
• Knowledge of purchasing tools (ERP) and experience with commercial contracts and supplier risk management.
• Strong analytical and negotiation skills.
• Strong interpersonal skills, able to work independently and within a team.
