Purchasing Supervisor play a critical role in new factory construction project procurement as well as operational procurement. He/she is the main point of contact for bidding and contracting and will take full responsibility for managing end to end procurement cycle (bidding, negotiating, and hiring vendors or suppliers) to maintain a competitive edge on costs while meeting the companys standards of quality, reliability, and overall performance.
Responsibilities
- Communicate with Project Management in a proactive manner to ensure that all necessary plans are obtained and bid in a timely manner.
- Create sourcing strategies to reduce risk and meet targets for the Purchasing Department including but not limited to payment terms, on time delivery and cost savings
- Develop a robust qualified vendor pool, including local bidders in China and Indonesia, by utilizing appropriate procurement evaluation tools and processes such as building sourcing strategy, contract negotiations and partnership management
- Participate in the evaluation of proposals and selection of vendors and suppliers
- Prepare pre-tender prices, issue bids, participate in business negotiations, prepare price comparison documents/bid selection and review submittals for completeness and compliance with applicable laws
- Management of contracts ensuring performance of the supplier to contract obligations and understand interrelationships between contracts and terms while applying creativity and sound business
- Cooperate with project team, analyse the risks in the project progress, and report to the functional department of the headquarters regularly
- Timely preparation and distribution of procurement reports
- Maintained communication with procurement colleagues at the headquarters to support the group's collection business
- Conduct research, perform benchmarking, and gather market analysis
- Other works assigned by line manager
Requirements
- Bachelor Degree in Engineering, Business, supply chain, Finance, or other relevant fields
- At least 10+ years of solid procurement experience with at least 5 years relevant to the following mix of categories: civil and industrial construction, steel structure, mechanical and electrical installation and automation engineering of workshop.
- Experience managing large scale industrial and commercial construction projects procurement process
- Developed negotiation ability, strong data analytical, logical reasoning and problem solving ability, and communication skills adaptable to various levels including senior management
- Understanding of contract law, preference for experiential knowledge of various types of contracts.
- Familiar with the laws, regulations and industry norms of engineering projects
- Capable of independently completing the preparation of project pre-tender price and quotation analysis
- Familiar with Indonesian infrastructure market is a plus.
- Fluent in English, spoken and written
- Strong ability to work within a team setting, conduct all activities with strong sense of responsibility and highest degree of integrity
