Shell Mobility Indonesia will grow exponentially with current market and regulatory environment to shape a business model that is resilient to Government intervention on fuels through maximizing yield and relentless cost optimization, optimize cost in existing footprints and competitive supply options for new envelopes and build scale with a concentrated network footprint in most attractive islands. The current focus of Shell Mobility Indonesia is resilient investment (requiring lower capex), accelerating Convenience Retailing (CR), defend and grow volume/margin and cost optimization. Shell Mobility Indonesia will also lead the market by improving customer experiences via CR growth (lube bays and convenience Mobility), leveraging partnership with Banks, adoption of new payment technology, digitally integrated loyalty offered program and customer stickiness with fleet solutions.
C&P collaboration to work closely with Mobility business to support the Mobility ambitions by accelerating growth in some core areas; Differentiated Fuels, CR 50/50 footprint, Innovation in Fleet Solutions, Digitalization and Sustainability. In order to support Mobility’s growth aspiration, Mobility C&P has set itself stretching targets (Mobility C&P Aspiration) to deliver significant value contributions to business bottom-line. Further, the “Powering Progress†pillars (Generating Shareholder Values, Respecting Nature, Driving Net Zero Emission and Powering Lives) had shaped Mobility in advocating a new way of working with greater frontline empowerment and “Winning as One Teamâ€.
What’s the role?
The Procurement Manager will deliver value creation and improvement to meet the business targets, using market intelligence, stakeholder needs analysis, strategy development, strategy implementation, tendering, negotiation, and contract management. All value creation and improvement initiatives must be aligned with Mobility organizations ensuring an improved total cost of ownership and seamless implementation together with business.
Specific responsibilities include:
Leading procurement activities include but not limited to the initiatives for Indonesia Network category (e.g., Real Estate (RE) such as land acquisition), Soil and Ground Water (SGW) and Corporate Services Contracts (HR, corporate relations).
Be accountable to the category in-country third party spends and targeted savings & revenue.
Maintain sound understanding of the local supply markets in the country, the cost drivers, revenue generation, the major suppliers in all categories.
Build and maintain strong network in the market, aware of development in supply market, proactively identify threat, opportunities and delivering external insights into the business. Execute tenders, evaluate bids & drive negotiations with Suppliers.
Build solid relationships and manage key stakeholders’ interface at country level as well as the regional and global team to ensure effective sourcing and procurement execution support.
Ability to engage & influence various groups of stakeholders to lead and deliver business commercial agenda for a sustainable cost structure with the flexibility to adapt to the complexity of Indonesia business environment.
Develop and execute commercially competitive sourcing strategies for assigned key spend categories which meets the Business Demand while aligning to Global Category & Regional Category Strategies.
Provide strong commercial influence in the procurement of all goods and services by leveraging on 40:40:20 principle to optimize the deal.
Assist Market Unit CP Manager, Contract Managers and Category Managers in leading the implementation, establishing and maintaining the supplier relationship for key contracts for assigned scopes and other initiatives at local level in the country and lead execution of contract management plans using category management tools to keep track of performance.
Regularly and proactively engage the stakeholders (Network, HR, Corporate Relations, S&O, IT, HSSE team) to understand country plans and requirements and ensure compliance with established procurement & category strategies, policies and procedures.
Support the Mobility in the country with the intent of improving/sustaining operational excellence, data management, standardization and ensure that all Procurement activities are fully compliant with Category Management & Contracting Process (CMCP).
Manages supplier relationships and negotiations including resolution of operational and supplier performance issues relating to the contracts. Owns the relationship with suppliers including contract management and performance reporting.
Reports & Tracks Enterprise Value Contributions, Bottom Line Savings & Revenue Generation for the Categories in the country. Ensure that the maximum benefit is derived from the strategic procurement of Mobility spend. Provide Holistic Strategic Review on Spend, Cost, Revenue & Value Opportunity Analysis to proactively integrate the potential value/revenue/cost reduction opportunities into T&R planning.
Ensure all procurement activities in country are done in line with Shell Ethics & Compliance and sustainable sourcing standards.
Set-up, operate and manage procurement tools like Ariba, GSAP & etc. and manage HSSE performance through our HSSE Contractor Accreditation System (where applicable).
Ensure contract strategy supports Goal Zero Aspiration through implementation of robust Contractor Safety Management practices and alignment to Shell’s personal and process safety Goal Zero focus areas.
Implementation of Contractor HSSE practices in close liaison with Contract Managers/Holders and Owners.
Strong Commercial acumen and be a procurement advocate in the business (given the role requires a strong mix of commercial acumen, creative thinking and superior negotiation skills as some of the deals are breaking new ground. It should therefore appeal to someone who has developed some competence at this level, but who may not necessarily has done so in a Procurement capacity).
Supporting the delivery of contracts awarded, which includes developing comprehensive post award contract management plans to enable value maximization for the organization Concise and strong communication skills.
Given the rapid pace of change within Downstream, the role requires continuous assessment of priorities and learnings, ability to adapt and lead sustainable change.
This role will require 10-20% of travelling.
What we need from you
We hope to see the following in your CV:
Bachelors Degree in any related field.
Must have minimum 4-8 years of relevant experience within the market.
Certification of Procurement Professional (i.e. CIPS, ISM, etc.) would be an advantage.
Computer literate (Microsoft Office), especially in crunching the data with excel. Previous experiences with SAP and ARIBA would be an advantage.

Proven Stakeholder Management skills, Learner Mindset, Adaptability/Agility and Tenacity/Resilience.
Proven track record of delivering results and strong customer focus.
Familiar with Mobility business. Previous experiences in Mobility (land acquisition) /corporate services buying would be an advantage.
Good leadership and strong interpersonal skills with ability to influence people across all levels (ability to lead and influence sometimes disparate teams, ability to break down barriers).
Strong communication skills, able to communicate clearly across all levels in the organization.
Self-motivated, able to work independently and virtually (self-starter, able to work under their own initiative and problem solve).
Fluent in English and Bahasa Indonesia.
